Is there some type of adapter that will allow me to take a signal from a 15 pin VGA and turn it into an RCA Composite, S-Video, or Component output?

yes, it's called a scan converter. the real cheap ones are around $50, up to a near a thousand for really good ones.
alternatively, you could get a new video card w/ tv-out, or even a separate card just for that purpose
