I downloaded a small series of mpg files from a friend.
They all play fine (there's four 9 meg files) without any problems in Windows Media Player, Real Player, AND the clip window in Premiere. They are all 352x240 at 29.97fps with an adverage data rate of 84.06Kbps
The first clip plays fine in the timeline window and exports fine.. clip 2,3,and 4 all have this weird skipping problem. If i scrub a frame at a time i notice that every once in awhile theres a group of about 18-20 frames that are exactly the same.. Its too weird to explain.. when i go to that same point in time in the clip window(or in Realplayer) and play it at normal speed everything is smooth. Its as though premiere just randomly took out a pocket of frames and replaced them with a bunch of duplicate frames.
I've tried messing with my project timebase but that didnt fix anything.

If you are having a problem you could try to convert the MPEG to AVI first -- e.g., use VirtualDub and write an AVI. If you do in non-compressed or use a lossless AVI codec, there will not be any loss of quality.

I was searching the Adobe Premiere forums on Adobe.com and theres quite a few folks that are having trouble with the way premiere reads mpg files.. I guess adobe hasnt worked the bugs out with mpeg compression and premiere.
