I'm rephrasing my original question because I think I was a bit unclear:
Source: 480x480 mpg2 (from anamorphic ntsc svcd)
Destination: 480x480 mpg2 NTSC svcd 4/3 (with black bars).
I therefore need to "squeeze" the picture vertically. I did some test manually with tmpgenc and dvd2avi and found out that 480x350 looks about right. But I don't want "about right", I want "just right"
What is the formula to obtain the correct size? I tried fitcd but just got really confused.

Or under advanced using a source aspect ratio of 16:9 and image placement of center ( keep aspect ratio ) will also do the trick.
