    That's a huge question. You'll need a source. VCR playing your VHS movie. This will have to get to your computer, so you'll need a capture card. A decent amount of harddrive space will also be required. I use about 13 GB for my capturing/encoding, but the more you have the better. You'll obviously also need a CD writer to write the final VCDs.

    As for software, you need capturing software. VirtualDub is a free program that works really well. But you'll have to figure out which will be best for you based on your capture card. You'll also need a codec. Huffy is a great lossless codec. Picvideo makes a great MJPEG codec which I use. You need these codecs to capture your source to something other than uncompressed video (as this takes LOTS of harddrive space-- but if you have it... go for it).

    You'll need a MPEG encoder. TMPGEnc appears to be about the best. It's free to use for MPEG1 (VCDs) and you have to pay a registration fee if you want to use it for MPEG2 (DVDs and SVCDs).

    This site has tons of great guides to follow, reviews of capture cards and all sorts of stuff. Read some of the guides, check out the reviews, the tools section (most of the software you could want for capturing will be in there) and the other parts of vcdhelp.com.

The idea is to send the video from the vcr or camcorder to the computer,I know one way to do that,using a capture card,you play the movie in your vcr or camcorder then you use the capture card in your computer to capture the video with the capture card software,when you save a file,in my case all the files captured are saved in avi format,then you need to convert that file to mpg,even if you copy that mpg to a cdr or cdrw,you will be able to play the file in a dvd player,but if you want to create the vcd,you need to use a software to do that,like Nero or vcd Easy.
    Now the problem that you can face with this capture card is the time and the process,can be very slow,but depends in your computer cpu,memory,video card,etc,etc,in my case I capture 7minutes videos then I join them with VirtualDub,then I use Tmpgenc to convert to mpg,then I use nero to copy the movie in a cdr in vcd format,wich is mpg-1.
    I know that there are other faster ways to do the same thing,but I am not going to explain that because I never tried that other way.
    My computer is 566mhz,256mram,16ram video card.\
