    I have a 20fps DivX avi file, and I want to convert it to a (X)(S)VCD MPEG file. I know VCD is 25 fps standard, and after encoding, i noticed it didn't encode all frames (at least, it did, but not on the right time, so in the middle of a scene, the MPEG catches up to the low fps, so for a few seconds everything (exept audio) goes fast forward)

    How can i solve this problem?

    i dont know if this helps are not i had the same problem i think. the screen woulde freeze for a second are two then catch up with the audio.
    same thing i converted 14.985 fps to ntcs at 2550 kb/s (bitrate)
    i fixed it by lowering the bitrate to 2000-2300 it worked for me plus i was able to fit more time on one disc. hope it helps.
