screen freeses

o.k. i took a divx movie. extracted the audio with virtualdub and then
converted to mpeg 1 with tmpge. i burned it with nero. it works but the screen freeses every couple of seconds then after a second or two it catches back up with the audio.

You need to start some serious reading on this site if you want to sort out your problems (and understand WHY you got them). I can only say that the problem is your framerate since 19 fps isn't a standard - it should be either 23.976, 25.000 or 29.970 depending on your player's (or Dreamcast's ) supported standard.
