What is the best program to convert jpg's to mpg1 & mgp2

You need an audio file that is the length you wish to display the jpg for. You can create one in Gold Wave. Use TMPGEnc to load the jpg and video input, and the the audio file as audio input.

When you convert, you will have a mpg file that is a jpg that is displayed as long as you audio file is.

tmpgenc or premier (using the maun concept encoder) or you can do it also with CCE or standalone MC making first a project file with tmpgenc ..

if it is not 1 jpeg per frame and you want each to display for a set time .. premier or Vegas video is a good bet ..

Nero will burn .jpg's directly to SVCD. Just check the store as pictures option in the SVCD template. They will play on your DVD player,the next button will advance thru the pictures.

I don't think that TMPGEnc will batch encode them and when I try to just add jpg's with Nero I usually end up with pictures with bars. I haven't decided what is causing this. I have the Jpeg's saved 720x480 maybe I should be saving them 704x480. This is for a svcd.

I tried vcd easy to convert them but nero complains that they are the wrong format.. I have encoded them with Premiere and frame served to TMPGEnc. But I just thought this might be a faster way.

I guess I just really read your post. I haven't been checking store as pictures. Do you think that this would be causing this problem.

Are you asking how to create a full motion MPEG from JPG, or just a slideshow (i.e. 1 jpg every few seconds)?
