Have encoded my film to SVCD and i am getting blocky bits in the film when watchin from cd. But i have watched the svdc encode film through power dvd of my hard drive and the picture is perfect. So it seem that the blocky bit are being added in the burning have tryed nero ( was very bad ) and easyVCD better (standard setting). My question is has any body else had this prob or does any one have a solution!

Encode with TMPGenc. There are tutorials in the SVCD section.

Don't let Nero re-encode! Just use it to burn.
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war." -
What MAX bitrate are you encoding at. Some DVD players cannot read from CD fast enough to handle higher bitrates. Try encoding at a lower bitrate to see if it helps (about 2250 or even 2000 as a test).
