Just a couple of questions regarding quality...
Is it better to encode standard VCD or SVCD with 1300 kbps bitrate? I read that the ususal bitrate goes around 2000 kbps, but i want to fit film on 2 CDs, and by calculating bitrate, 2hr movie would fit on SVCD only with 1300 kbps bitrate.

If you have to encode to mpeg2/SVCD @1300kbits, I'd suggest you go with standard VCD better. (VCD @ 1300kbit = XVCD and might not be able to play correctly in all players)
But 2 hours movie I can manage to fit into 2 CDR(80 mins) with mpeg2/SVCD @ 1900 kbits, I'm not sure how do you calculate it.
I assume you know that you can fit 800MB into 80 mins and 740 MB into 74 mins (not 700 and 650 MB as data). I also want you to try CVD resolution (read here http://www.vcdhelp.com/svcd) becuz at low bitrate resolution of 352x480/576 will give you a better quality than std mpeg2/SVCD res at 480x480/576
This is my setting to fit mpeg2/SVCD 55-60 mins into one 80 mins CDR.
Res 352x480
framelate 23.976 with 3:2 pulldown (if you source is 29.97 or 25 fps you have to use as source framerate)
video CQ-100 @ 1950 kbits (you can lower a bit of CQ to fit more mins but donot over do it)
audio 44.1Khz @ 160-190 kbits
BTW This is the setting for newer version of TMPGEnc, not for ver 12x.
