All-In-One application?

All this information is great, but it confounds me that there isn't an EASY all in one application that will do the conversion without having to jump from app to app.

I'm trying to convert a DiVX encoded AVI fiel to SVCD. Whatever I try [and I HAVE read the guides] I keep getting sync errors. Framerate conversion does not seem to help.

The framerate is 23.975.
