Hi,
I'm new to video editing stuff.
I've got a Divx movie in a 12.5 fps and I understood I can't just convert it to mpeg to burn to a vcd, so I should probably convert it to PAL.
I couldn't find any information about it, so I'd really like it if anyone could help me with it.

Where do you live? If your country uses PAL, encode into PAL, if your country uses NTSC, encode into NTSC.
Load the Divx file into TMPGEnc and then load the VCD template for whichever region you are in. TMPGEnc handles odd frame rates much better than any other encoder I have tried. I had Run Ronnie Run in Divx format with a frame rate of 12.5 as you mentioned (12 or 12.5, or 15), loaded it into TMPGEnc and it encoded it fine into NTSC (29.97) just fine.
Give that a shot and let us know your results. -
