If I rip a dvd thats letterboxed but enhanced for widescreen tv, will my resulting svcd also be enhanced for widescreen?

yes...as long as you have correct settings...
in the advanced tab,
source aspect ratio is what dvd2avi tells u (16:9 525 line NTSC or 4:3 525 line NTSC for region 1 DVD)
image positioning method is fit to frame (preserve aspect ratio) for older tmpgenc versions or full screen (preserve aspect ratio) for newer versions
in the video output tab,
make sure you set output video as 4:3 Display NTSC if you watch on regular TV and not widescreen TVs
