Great site, I am playing with SVCD's now in NTSC I have tried several settings to eliminate a slight choppyness when the scene pace picks up. My audio is extracted at 44 and I thought I read somewhere I should lower that to 41 to help with this problem.

If you are encoding with variable bit rate (VBR), high action scenes may be causing the bit rate to go over the maximum that your dvd player supports. I've experienced this before on a few of my encodes.
One of my DVD players only supports SVCD up to 2500 bits. I try to keep the max bit rate at 2200 to 2300 when doing VBR encodes. TMPGEnc will sometimes go over your maximum setting. So, keep the max at least 200 below your DVD player maximum.
However, i can encode at 2500 constant bit rate(CBR) without a problem.
