i have a video clip that plays fine in windows media player, but when i try to encode it using tmpgenc, all i get is static. any ideas?

Playback may be using another codec, but when it comes to editing or converting, the correct codec may be missing.
Load into Vdub and select file > file properties
this will tell you what the codes are, make sure you have them installed.
Also try this in TMPGEnc
Select options > environmental settings
click the VFAPI plug-in tab
right click the "DirectShow" and select higher priority, do this several times until its at the top with a value of 4
