From my understanding, the above software converts mpeg,avi to vcd format so it can be played on regular home players. is this correct ?
so i were to download a music video from the web and wanted to play it on my home player - i'd use TMPGEne to convert, and then burn to disc. right?

Basically right. But you have to make sure your "home player" (whatever that is ) plays VCD in the first place.
