  1. Which format is easier to create? VCD or SVCD? Which programs are best for making them? i'd appreciate any opinions

  2. VCDs are generally easier to make then SVCDs.

    A well made SVCD will look greatly superior to a well made VCD though.

    Per disc though, you can generally fit more video as a VCD compared to SVCD.

    Stand-alone compatibility for VCD is generally better than SVCD.

    Nero can make simple S/VCD.

    For anything more fancy, I stongly suggest VCDImager +/- a GUI (e.g., like VCDEasy).

    it's hard to come back to VHS.
