    Hello-I downloaded an MPEG 2 filter for TMPGEnc, the "readme" file has MPEG-2 VIDEO VFAPI Plug-In 0.4.6. It has a web address; http://e3lt11.ocv.ne.jp/mpeg2/, it's in Japanese. Is this a good filter for Win98SE? If so. do I just unzip the plug-in contents into the TMPGEnc folder?

    its not a filter -- its a VFAPI Plug-In for frame serving

    If you want to edit/make MPEG 2 in TMPGEnc Plus, install Power DVD 4, this provides a recommended codec
