I am very new to video authoring. Before I go too far and waste any DVD-R media, I was wondering if it is possible to record VCDs to a DVD disk. Is this procedure any different than burning VCDs to a regular CD? Is there a different approach that I should be aware of? I simply want to put a lot of video onto a dvd disc.

There is a guide that doesn't include reencoding the files but it may not work on all standalone players. Take a look here http://www.vcdhelp.com/vcddvdr.htm

the way i do it is re-encode the vcd mpeg to dvd mpeg using tmpgenc, then author and burn using ulead dvd workshop, just make sure you get the update patch for dvd workshop.this corrects an audio sync prob
