I transferred a show from my VCR to my computer and there is this constant buzzing noise in the background. Is there a way to get rid of that using TMPGEnc? Or is there another program for doing that?

Try to find out what is causing the buzz, sounds like a faulty lead. Not screened properly, also try adjusting audio controls on capture.
You may be able to remove the buzz with www.goldwave.com (WAV)
