  1. All movies I seem to download as BIN/CUE files seem to be in NSTC format, I have a PAL TV, how will this effect the quality?

I am burning as VCD with Nero and DVD with Unlead Movie Factory
    I will never learn

You don't have to use the bin file, extract the .dat file and convert to PAL with TMPGEnc

WinISO, or ISO Buster, CD Marge etc do the job

  3. Thanks,

Do I convert the BIN\CUE file to MPG (is that extracting the .dat file) then convert to PAL using TMPGEnc?

and just as a matter of interest what sort of picture would you expect to see from NSTC format on a PAL TV?
    I will never learn

    Hi,
There is some tricky stuff needed to convert NTSC to PAL. If you don't do it correctly you wil end up with a jerky file (every second will have a repeted frame).

Most PAL TV's made in the last 5 years 'should' play NTSC fine. Worst case you will end up with a black and white picture.

Yes when you load the Bin file into one of those programs, you will see the contents just like you were viewing it on a VCD. You can open up the folders and see what's inside. Select the .dat file and extract.

Now that you have the data file, just load it into TMPGEnc in the normal way, and select a PAL VCD template. I convert all NTSC to PAL, even though my TV/DVD play NTSC, other peoples might not, and if they borrow one, they wont like black and white movies

The conversion is just fine, apart from pan's down the screen where they can be a bit jerky, other than that the rest is just fine.

You need to find out these things for yourself, I have a 100Hz Widescreen so what happens here may be different on your equipment.

29.97fps To 25fps is just fine...
    60Hz V 50Hz

    Video-CD PAL (MPEG-1 352x288 25fps CBR 1150kbps, Layer-2 44100Hz 224kbps)

    Video-CD NTSC (MPEG-1 352x240 29.97fps CBR 1150kbps, Layer-2 44100Hz 224kbps)

    Video-CD NTSC Film (MPEG-1 352x240 23.976fps CBR 1150kbps, Layer-2 44100Hz 224kbps)
