  1. ... and I don't mean convert it to an MPG video (with no movement) that has a specific duration. I mean an MPG still image.

  3. Do you have I-Author? Are you wanting to create an mpeg-2 still? If so, you can encode your .jpg file as video-only mpeg in TMPGEnc (www.tmpgenc.com) then run I-Author's Multiplex tool on the .mpv file to create the mpeg still.
