if a dvd is 16:9 is there a setting to get it back to 4:3 in dvd2svcd, it looks bad on a small tv at 16:9

You have to reencode the entire movie and set aspect ratio to 4.3. However, you will get a stretched letter box image which you may
or may not like. If you feel like doing advanced stuff, you can edit
the avisynth file (which DVD2SVCD uses) to make your movies
fit more of your screen without the "stretching effect" - you still
have to do the film from scratch .. sorry
