When burning a downloaded film with a less than fantastic quality (400m for the whole film) is it worth coverting to svcd and have the file over 4 discs?

Unless the source quality is very good you are unlikely to see any advantage by going to SVCD. However, SVCD will give 50-60 minutes/CD, so you are very unlikely ever to need 4 CDs.

Maybe if you use constant bitrate. It makes sense to use variable bitrate which is in the specification of SVCD. This will give 50-60 minutes per 80 minute CD with quality equalling 35 minutes of CBR encoding. Many of the bits used are wasted using CBR.
