I'm wondering...
I have a video that's 320x240 29.970fps and I'm wondering if I should just use the frame rate as a standard and encode at ntsc resolution?

Be more specific as to your end use for this project.

If your goal is to make a disk playable on a hardware player than you should encode in mpeg1 at 352x240 @29.97fps. Any higher resolution will probably make it look very bad.
