  1. Is it possible to do so? What program would work, I would also like to see if it is possible to convert a vcd to a mpeg2/svcd. If I did this, does it improve picture quality? Thanks

    Sure it'd work. See links under CONVERT.

    However, it'd not improve your quality. Your source (vcd) is already at 1150 Mpeg vid stream) upping it to an SVCD stream, will not increase it's quality.

    Correct; you can't polish a turd (or make a silk purse from a sow's ear, if you prefer). Many years ago, I did see the superhero Underdog squeeze lumps of coal into diamonds, but this is a feat that encoding software programmers have been unable to parallel.
