23.9 fps problem

i have a divx at 23.9 fps that works perfectly as it is.
When converting to xvcd with tmpgenc,
i get a great quality image, but there is a slight jump every second, which i imagine is the framerate problem.
Is there an option or a template that i should be using?
When the framerate is 25 fps, i never have any problems
and all my xvcd's work perfectly every time.
please help!!!
