How to Capture with Virtualdub or Premier with TV Wonder VE!

I don't know how to get this to work I read the guide with the all in wonder radeon using the WDM wrapper, adn taht didnt work because neither Premiere or Virtualdub can find my capture card! Help would be greatly appreciated right now i've been converting old Pal videos from russia using ATI's TV program saving ti as PAL and using Nero to burn it as NTSC, and it's been working on my DVD player, but I want better quality. Also I would like to know how to capture to SVCD because the TV program doesn't have a SVCD preset just a VCD preset!

Unless you are running Win2000 or XP the WDM drivers won't work
with Wonder VE,MMC 7.7 has SVCD setting but it won't work with Wonder
VE.
