you burn them using a program designed for bin/cue, either fireburner, or cdrwin. If you dont want to burn them, you dont want to waste the disk use a program called daemon tools. With this it gives you a "fake" drive, allowing you to mount the bin image to it. You didnt mention if you had also downloaded the cue sheets for each of the bins, you kinda need those.
If what you downloaded is a movie, you can use a program called isobuster, with it, you can extract the mpg, or dat file, depending on what it is, vcd or svcd.

I'm presuming you have a .cue file to go with the .bin file.....
If you have NERO you can do it with that.
1. Launch NERO.
2. Close any of the wizards so that you just have the basic NERO program running.
3. Select FILE / BURN IMAGE.
4. In the directory box locate the .bin file directory.
5. In the drop down select box for file types select All Files.
You will see the .bin and the .cue file there now.....
6. Double click the .cue file and it will load the Cue Sheet into the NERO template.
7. Select your burn speed.
8. Burn Baby Burn.
