menu appears on PC but not standalone

Usually, when I make VCDs, I have some little intro blurb before the first menu. Then, I tried to make a VCD without an intro before the menu. In my PC, everything is fine. But my standalone skips over the menu and plays the next track. If the next track from the first menu is a sub menu, it will go to the sub menu. If it is an MPEG, it will go to the MPEG. I use TSCV to put everything together. (I create my own menus as BMPs.)

I've never had problems with menus like this before. If I hit return, it will take me back to my menu. But it's so annoying. Does anyone have any ideas as to why this happens?
