Sometimes certain SVCD movies when burned leave a border on the top and bottom of the screen throughout the whole movie.
I had to encode a DIVX movie for SVCD that had the same problem, but when I chose 'full screen - no margins' in TMPEnc, although it took the borders away on the top and bottom, it made the sides go off the TV screen.
Any solution for these issues?

Provided you want to see all the movie when converted to SVCD you should choose Full Screen (keep aspect ratio).
There is always likely to be a border at the top and bottom with most modern movies, and the only way to get around this is to crop off the edges of the movie by using one of the other video arrange methods apart from Full Screen. Or zoom in on the TV (if you have that function) but you will still lose the edges.
