I haven't made any 16:9 videos so I didn't know how to answer a friends question about a problem he is having. He recorded a video with his camera set to 16:9. When he plays it on his wide screen TV directly from the camera it fits the screen perfectly. After he edited and encoded it with Adobe Premiere Pro, he says he has a black border around all four sides of the video when he plays it on the same wide screen TV. What is he doing wrong?

He needs to set the Project Properties for wide DV and set the DVD MPeg2 Encoder for 16:9.
If not, the DVD is rendered as letterbox (top and bottom stripes). Then the TV sees it as 4:3 and inserts the side stripes.
