is it possible to improve the quality of video images downloaded from the internet as most seem very blocky once i put the image upto fullscreeen. so i would like better quality copied onto vcd if possible.

The short answer is no.
The long answer is no not really, you can apply filters, but what you gain in one area you loose in another. For example if you have a blocky image you could try smoothing it to soften the image, but you will then end up with a video that looks blurry.
