I can capture video at 352x240 (progressive) or 352x480 (interlaced). If possible, I'd like to use the 352x480 and have TMPGEnc encode it as 352x240 (interlaced). I'm thinking this should result in the best looking output. Is this possible, or will my VCD have the interlace lines showing?

If you are encoding from 352x480 to 352x240, you will lose one set of fields. I would just leave it as 352x240 progressive. Aren't VCD's supposed to be progressive video anyway.
