weird green squares from tmpgenc when encoding svcd

hey guys,

i've done many many svcd's, and only recently have i noticed that on blacker parts of the movie, i'm getting small green square pixels that come up for a second then go away and come back in 2-3 seconds again. i tried using CBR and VBR in tmpgenc and still the same. even tried two different OS and computers, no change. is this normal in the tmpgenc algorithm? should i try another quantize matrix? is it maybe the motion search precision? should i go and try the panasonic mpeg codec?
