TMPGEnc MPEG-2 image reversed and flipped

PROBLEM:
When encodding from .avi to mpeg 2 the result is a video with flipped and revered image. would like to know how to resolve this.

settings
TMPGEnc 2.53.35 defualt for new project with the following exceptions.
MPEG 2
Size 704 x 480

TRIED SOLUTIONS
changed Size - RESULT- came out like a tv pic with the horizontal way out of whack (eg 720x480 would love to know how to fix this as well) or same results of flipped and reversed image

interlaced and non interlaced for both video stream and source.

bitrate - no effect

aspect ratio - so many variations i cant remember for both video stream and source.

.avi uncompressed currently testing with 352x240 file. original is 740x40 uncompressed
