is that possible ? i heard you can do this with some program. do u lose quality ? does it takes as long as converting an avi file to mpeg1 ?

The "BIN" is just an image of the CD (in this case, a VCD).
You can use VCDGear or VCDXRIP (part of VCDImager 0.7.x) to extract the MPEGs from the "bin".
There is no loss of quality.
It takes no longer than copying a similar sized file.
