    I was wondering if there was any way to improve the quality of the VCD's before its burned, like somewhere during the encoding process?

    Sure you can, just increase the bit rate (you'll have made an xVCD so make sure your player can support it)

    Just remember no matter how high the bitrate is and what sort of filters you use you can never get better than the quality of the original
