Generic AV TO USB2.0 capture device will not initialise.

A quick rundown, this device has been used and is confirmed to work on another computer. I'm specifically using the device to capture composite video from a VCR.
When I switched from aforementioned laptop to a gaming desktop, the device, previously working, will not initialise and, in OBS, shows a blank screen on the properties menu. I have scoured forum posts, tech support websites, and YouTube videos, but to no avail. USB port issues have been ruled out, along with issues regarding OBS, as attempting to view the device in any other application doesn't work, either. Drivers seem to be fine, with usbvideo.inf functioning properly and throwing no errors, along with its USB2.0 MIC audio counterpart showing up, and throwing not a single error. What could possibly be the issue here?
