Lame installed? It could be, but I don't know where it's picking it up from.
I don't see anything in the system or user PATH; I do see lame.ax in Windows\system32, which I believe is a dirtectshow codec,
but there isn't simlar in windows\syswow64, and I see the entry in both 32 and 64 versions of Vdub2.

I do not see it at all in the original vdub.

I do have LAV filters installed, but if it was from there wouldn't it show up in the original vdub also?

The OP's image above shows the availability of the FFmpeg Lame, why not use that?

There's something odd going on here because I too have no options for FFMPEG Lame MP3, but when i click on Configure, I am shown this window:

I haven't installed FFMPEG, but I do have it in a data folder.

Is FFMPEG required to get those options running?

Isn't it built into vdub2 ? I used Microsoft's Process Explorer to see what gets loaded,
doesn't appear to access ffmpeg.exe at all.

Hit "configure" select your bitrate and it seems to work, I tried a couple of test encodes
and I got what I expected

That sounds like a Windows problem. ie., you hit the button but the new window doesn't open

That's good. But Vdub2 seems to have FFmpeg built-in, and all those types in the audio
    compression window
    are included in FFmpeg.
I booted a recovery CD running XP (Bart PE), opened Vdub2,
and those options are there. It's not picking up from the system,
as far as I can see
