  1. Something I wonder about. Like when I use Youtube-dl on Tubi. How does it get rid of the commercials? Doe the code know how to bypass them and skip to the next spot on the movie? Or does it let them play and download and then discards them?

Differs from provider to provider. But, the general gist is this, the adverts are separate. Depending on the provider you may see a yellow block on the search/progress/scubber bar, the indicate when the main feed pauses and the adverts play and then return to the main feed.
Other providers use Server Side Advert Injection, and basically inject the adverts into the fragment feed of the stream.

  3. Thanks. So ... does that mean that the provider thinks the ads played and we saw them? They will still get credit for showing the ads?

In terms of revenue and advert watch counts, I have absolutely no idea, but I doubt it gets recorded as a watch.
The adverts themselves aren't that large in terms of filesize. (we're talking from 1mb to 20mb depending on resolution/bitrate.) In the case of ITV, the adverts would load when play was clicked, the buffering circle was a delay to allow the files to be cached, the main programme stream plays promptly without the ads and ublock installed. (open dev tools, select network, and watch the files load up as you press play)

Same thing with many streaming sites. Tubi cast from my phone using tubi.com and the Web Video Caster app results in an ad-free experience on the TV.
Using the Tubi app on the phone and cast via Chromecast, you get all the commercials generated by the app.
