I'm wanting to edit some PAL videos which are 768x576 but are registered as 720x576. When Vegas is being used it changes to 720 and everything looks a bit fatter. I've done many things to try and keep the videos as they should be by Vegas, however Vegas is always wanting to convert the videos.
What do I need to do to keep things as is?

You can create a custom project properties and set pixel aspect ratio to 1.0667 for 4:3 PAL full frame AR interpretation.
(The exact value would be 16/15, because 4/3 = 720/576 * 16/15 , but vegas uses 4 decimal approximation)
Short explanation : There are slightly different aspect ratio interpretations for "4:3" , the one vegas by default is based on the central portion that excludes pillarbars (usually some analog sources, or DV aspect ratio)
