when i use tmpgenc (dvd rip from vob - dvd2av1) if i clip the black bars away from the picture and then size the output correctly using the right aspect ratio option (i.e. 16.9), will this give more bit rate to the image and therefore improve the quality?

The black bars are static, therefore require very little data to encode as they dont change from frame to frame. So except for resizing the image I see no advantage to removing them.
