All of the tools seem to mention MKV, but not MPV files.

normally you'd mux them into an .mpg file. any reason you have to create an .avi ? it would be a non standard usage.

I was hoping to avoid further compression and am under the impression that AVI is "lossless".
I installed AVIDemux, tried loading he MPV and got the following message:
"Cannot find a demuxer for d:\.........xxxxxx.mpv",

You have an mpeg-2 MPV and you mentioned avi files earlier.
How does WMV fit into the picture?
If you want it as lossless mux it using mpeg PS muxer and save as .mpg -
"avi" is just the name of a container for video. not usually lossless, but can be made so with re-encoding. an mpv is usually combined with audio and muxed into vobs for use on dvds by an authoring program.

davexnet: I typed WMV in error; the file is in MPV format.
JVRaines: I used FFE with ffmpeg and it appears that I can convert the file to another format, but I'm not sure how to mux the audio file in concurrently. I'll keep trying. Failing that, I guess I can always use VirtualDub to mux in the audio. If I used ffmpeg to convert the MPV to another file format first, is there a best option output for minimal or no loss in quality?

LPCM wav is rarely supported in MPG (obvious exceptions:VOBs BD M2TS, etc). But Mpeg Video is also rarely supported in AVI (there are exceptions there also).
Maybe a better container would be MP4 or MKV? Either one should be able to be muxed into those.

if it's not copyright protected you could upload the video and audio and let us actually see what is the problem. and what is your end desire? how do you wish to view/share the completed video?

Just drag the video file and desired audio into MKVToolNix and make a MKV container. No compression or re-encoding. Quality in = quality out.. Simple to do in a few minutes.
