Please help someone. i have many SVCD MPEG2 and have been trying to create VCDs using TMPGEnc the movies like harry potter and Oceans elevn are NTSS and i want to convert them to PAl but when i do the playback is slow of motion shots What is wrong i have a Sony DVPNS300 player UK version. is it something to do with bitrate.

One, converting from NTSC to PAL properly is a complex process, there is a guide to this somewhere on this site, seek and ye shall find.
Two, if you are in Europe, chances are that your DVD player will play NTSC stuff quite happily. It will either output PAL 60 (Pal format but at 60 fields per sec = 30fps) or it will output NTSC and so you will need a TV that can cope. Again, nearly all European TV's sold in the last few years are multi standard and will handle NTSC fine, so conversion will not be required, saving a LOT of effort.
