hello, everyone.. regular user of the info and software in this site but joining the forum for the first time to ask a very specific question.
I have a video that are improperly encoded at source and the playback stop-start every 5 to 10 seconds. (no issue with my software/hardware setup as I can play back all videos easily) . Is there a software editor or plugins/filters that can analyse and reencode the video that would remove all the intermittent stop-start section ? technically, it should be possible but couldnt find much info on whether such software, app plugins exist ... anyone can provide more info or point me to the right direction to rectify this ?
