Hello I am needing an upgrade to run high performance games while streaming to get 60 fps with no drops. I have
CPU - Intel i5 4460 @3.20 GHz
RAM- 8 GB RAM
Windows 10 ( if that means anything )
Motherboard H81M-S2H
GPU - GeForce GTX 960
Please leave comments on what you believe i should upgrade that would help me with better streaming quality as well as good game running performance!

Or, you could enable the iGPU in your Haswell chip there, and take advantage of QuickSync encoding for streaming. That means xsplit or whatever you're using, when set up for QuickSync, will use your processor's graphics chip to do the encoding work, leaving your CPU and GPU to focus on running the game.
