    The actual steps will differ with the app, so you need to tell us what you're using if you want anything beyond generalities.

    Otherwise:
    1. Add 2 clips
    2a. Put them in the same track and apply a non-moving transition effect.
    or
    2b. Put them each in their own track, one above the other, and apply complementary crops.
    or
    2c. Put a splitscreen effect in a track and use the 2 clips as the sources.
    or...

    Think of a Matte as a book and the pages are the layers.

    The whole process is called compositing. You are aggregating curated content.

    Look for tools that can create and animate the mattes. In Vegas Pro it's called a "Cookie Cutter". Don't know Premiere.
