Video enhancing video file

I would like to ask, would it be possible to enhance the clarity of picture quality and make the footage lighter? If there is a slight possibility, what software would be best to use?

357 MB? You can't just make available 10 well chosen seconds of it? And why an MP4? Is this some crap you downloaded from somewhere?

You can adjust the black level with any editor but the wandering AGC mean you have to go through and adjust each shot. You won't be restoring any of the detail that's been obliterated by the overcompression.
