How to delete frames in the middle of a mkv (audio and video)

I have this video (mkv) that has a 183 frames length black out right in the middle. I would like to delete those frames without having to re-encode the whole thing. Do you have something to reccomend?

But you can't cut exactly by frames. Only keyframes.
