I have a question, will Premier let me export a 1 hr show into VCD Mpeg ( panasonic for example ) after I cut out the commercials? My friend is supposed to give me the Premier since he does not like it.
I know that VirtualDub can cut the film strip too but I want to be able to add some start screens too
    Thanx

If you have a plugin that allows Premiere to encode a VCD then sure, you should easily be able to output whatever you've edited.

I use TMPEGenc to cut out the commericals by setting the source range to cover each act minus commercials. Then I put each segment into a batch process and merge them all together afterwards with mpg tools.

For an hour long show, you'll usually end up with five 7 minute segments.

I'm guessing this is how most people do it.
